George Herl of A&H Guns in Port Charlotte stands by his rack of long guns at his shop Tuesday. A retired Prince Georges County, Maryland police offer, Herl says he uses his intuition, in addition to the firearms transaction form on his counter, to determine whether to sell a customer a gun.
