I am a believer in small, efficient government, not cut-rate, substandard government. I and others volunteer thousands of hours of time to the AWL because we love animals. There is another reason I volunteer. I believe public-private partnerships work, saving taxpayers money without sacrificing quality.
For 28 years, the AWL had a volume-based contract with the county that worked. It paid the AWL on a per diem basis, $14.26 currently, for the first five days the AWL housed and fed a county animal. After that, AWL is on its own.
